Septic Permits – Elkhart County Health Department

An onsite evaluation/soil boring must be done and submitted to this office by a Registered Soil Scientist prior to any consideration for a permit for an onsite sewage system being taken into consideration. A Soil Scientist will conduct a direct thorough soil study that will be examined by ECHD personnel in order to determine the bare minimum criteria for the proposed system to be installed.
The ECHD team will conduct soil analysis for a repair/replacement system in the event that the system is in need of repair or replacement.
Minimum Requirements:
According to state and local regulations, certain minimum requirements must be met before a permit can be issued or an onsite sewage system can be installed. This information is sent to the owner/applicant via written communication. It is presented in a manner that is proportional to the number of bedrooms in the house, including the type of system, its size, and its placement. The submission of the necessary worksheet with any minimum requirements supplied, such as the installation of aFlood Dosedor anElevated Sand Mound/Pressure Distribution System, is required.
Requirement for Permit Application and Permit:
The installation of septic tanks, dosing chambers, ATU’s, and soil absorption fields all need the acquisition of an ECHD permit prior to the installation of the aforementioned items. The installation of these components must be carried out by a licensed installer who has been approved. The ECHD office has a list of registered installers that you may go through. Permit applications can also be received from the location. New/Repair/Replacement of Onsite Sewage Systems:
In the case of commercial properties, on-site soil investigations/soil borings must be performed by a Registered Soil Scientist. It is necessary to submit all soil boring information to the Indiana State Department of Health for evaluation, and to meet the minimal criteria. Once the bare minimums have been established, a “to scale” system drawing must be submitted to either the ISDH or the ECHD, together with the required application and fee, depending on which agency has jurisdiction over the project in question.
In most cases, system designs with a maximum daily design flow of 750 GPD or less are sent to the ECHD for plan review and do not require the stamp of an engineer or an architect to be completed.
When the minimum standards are released, the Illinois Department of Health and Human Services will provide notice about plan review power.
Repair/replacement of residential property ECHD staff or a registered soil scientist can conduct on-site soil studies and soil borings, if necessary.
Making use of already-existing systems: Unless all of the following requirements are checked and validated, the use of existing onsite wastewater systems in connection with new house construction/replacement is forbidden.
